What exactly do you mean by usary? The meaning has shifted over the centuries and it has been banned by the catholic church amongst others.

It's basically the accumulation of currency by merchants. It's a good thing because it preserves agricultural produce. Luther made an alliance with the aristocracy of Northern Germany, England & Scandinavia & let them practice usury.

Usury, I had always thought, referred to the charging of interest on loans rather than the accumulation of wealth itself. More latterly it has been associated with excessive interest charges accompanied by some menace or the denial of choice.
