I've done a little research and found that Cork is popular with Nudists and they are responsible within the law

To answer your question, I'd say that the Nudists themselves would not be OK with that and would seek to warn/discourage/reprimand that sort of activity.
Images of naked bike riders often show the genitals being covered in many cases while in public.
So, while on the public street I would not be be OK with sexual activity and would go as far as to tell him to "cover that up" or "put that away" but I'm confident that's what the Nudist group would insist upon themselves.
It's a fine line and the first link above sets out the legal T&C's of such.
On the other hand, I'm OK with erect men doing their show in publicly accessible stripclubs/lapdancing venues.
Personally I'm not interested to see either men or women showing off as such but I certainly tolerate it
