That is the cheapest and simplest way to do it. All you have to do is bribe the relevant Sergeant in each constituency.</p><p></p><p>Having observed the election carefully, it seems obvious to me that the nice smiling civil servants who staff the polling booths are also involved. The senior people are consciously involved, the clueless youngsters are just keeping their heads down and not asking any questions.</p></blockquote><p></p>
