Under the new framework, the United States was able to continue most of its nuclear security-related work, but ceased joint efforts pertaining to the dismantling of missiles, bombers, and chemical weapons. We knowe the labs exist because Nuland is afraid of Russia seizing them.</p><p></p><p>So No. Russia is not, and has not been involved with whatever those labs in Ukraine are doing for a long time.
