MOSCOW, Dec 1 (Reuters) - Cargo volumes handled by state-owned Russian Railways continued to fall in November, data showed on Monday, as the country's biggest commercial employer grapples with mounting financial problems.
November cargo loading fell 1.5% year-on-year to 94.2 million tonnes and January-November volumes dropped by 5.6% to 1.021 trillion tonnes, Russian Railways said in a statement.
 

Russia’s dependence on oil and gas revenues has long been one of the country’s greatest economic strengths. That same dependence is now becoming one of its most significant vulnerabilities. In November, Russia’s energy revenues fell sharply, underscoring how sanctions, weak crude prices, and currency dynamics are converging to squeeze Moscow’s finances at a time of elevated military spending.

According to recent estimates, Russia is expected to collect roughly 520 billion rubles—about $6.6 billion—from oil and gas in November. That represents a 35% decline from the same month a year ago and a meaningful drop even from October. For a government that relies on energy revenues for roughly a quarter of its federal budget, such a contraction creates immediate fiscal strain.
 

BRUSSELS, Dec 3 (Reuters) - The European Union agreed on Wednesday to phase out Russian gas imports by late 2027 as part of an effort to end the bloc's decade-long dependency on Russian energy.
Representatives for EU governments and the European Parliament reached an agreement in the early hours of Wednesday on proposals set out by the European Commission in June to end shipments from the EU's former top gas supplier following Russia's invasion of Ukraine in 2022.

Oil and gas income totaled 8 trillion rubles ($103 billion) in the first 11 months of the year, down 2.3 trillion ($29.63 billion) from the same period in 2024.

The decline has accelerated over the year, from 14% in May to 20% in August and 22% by early December."

But also, Russia can't always win smaller wars.

As the regime encourages bureaucrats and businessmen to engage in corrupt schemes, private eyes gather kompromat (evidence of legal wrongdoing) to hold over their heads.
