There is this old fashioned notion called innocent until proven guilty. It is not up to the police to do that.
It's not up to the police to do what? Are they supposed to stand idly by while some knacker robs a shop? They are there to enforce the law, and the use of force is part of that.
They are not there to decide upon the guilt or innocence of a suspect, only to bring the suspect to a court where that may be decided snd the punishment decided by a judge.
No more force than is necessary to restrain an individual should be used. Certainly, there should be no gratuitous violence directed at the person, and resisting arrest is an offence in itself.

That's something of a generalization and I'm sure that there are some rotten eggs, and that the riot squad, or whatever it's called, is picked for being a bunch of B'stards. However, I have also come across some humility and helpfulness while at the same time I find myself at the wrong end of idleness and incompetence.
