The state-owned rail monopoly intends to reduce 2025 spending by an additional 32.5 billion roubles ($408 million), or around 3.5%, to 858.4 billion roubles, due to the revised cargo forecast, according to the document dated March 20. It had already planned to spend 40% less on investment this year than in 2024 in the face of soaring interest payment costs."

Germany is repeating historic mistakes by becoming involved in the Ukraine conflict, a trajectory that could lead to its collapse, Russian Foreign Minister Sergey Lavrov has warned.
Lavrov made the remarks on Wednesday in an interview with journalist Pavel Zarubin, responding to recent comments by Berlin. Earlier in the day, German Chancellor Friedrich Merz pledged to help Ukraine produce long-range weapons that Kiev could use to strike targets beyond the territory it claims.
Berlin’s “direct involvement in the war is now obvious,” Lavrov said. “Germany is sliding down the same slippery slope it already followed a couple of times in the last century – down toward its own collapse,” he added.
The Russian diplomat expressed hope that “responsible politicians” in Germany would “ultimately draw the right conclusions and put a stop to this madness.”
Speaking alongside Ukraine’s Vladimir Zelensky in Berlin, Merz announced what he described as “a new form of military-industrial cooperation” with Kiev, saying the two sides “want to ensure joint production” of long-range weapons, though he declined to share details.
Earlier this week, Merz said there are “no longer any range restrictions” on weapons supplied to Ukraine by the UK, France, Germany, and the US, noting later that the limits were lifted “several months ago.”
Moscow has repeatedly warned that supplying long-range arms would make Germany a direct party to the conflict.

German Vice Chancellor and Finance Minister Lars Klingbeil claimed no new decisions had been made on the permissible range of Ukrainian strikes using German weapons beyond what was set by the previous government.
Ralf Stegner, a member of the the SPD, Merz’s coalition partner, called the comments “unhelpful” and called for a stronger focus on diplomacy.
Moscow has consistently condemned Western arms deliveries to Ukraine, arguing they fuel more bloodshed and obstruct peace efforts. The Kremlin warned that the latest “provocative actions” by EU states could further hinder diplomacy.

Worth noting that the promise to supply long range arms has slipped to a promise to jointly develop long range missiles, and that is within a week or so. Not sure how that fits in with the confession that the decision was taken several months ago. If that was the case then Germany has had a good while to realise that it doesn't have the kit to spare after all and so could have gone straight to the jointly develop story.

The talks marked a shift for Kiev, which abandoned diplomatic efforts in 2022 in favor of seeking a military victory on orders from the West. While Moscow has reported progress on its proposal, Ukraine’s Vladimir Zelensky and his EU backers have accused Russia of stalling.
During a joint press conference with Zelensky in Berlin on Wednesday, Merz vowed to “further increase pressure on Russia” and “weaken Moscow’s war machine” through sanctions, including on Nord Stream 2.


“I say on behalf of the Federal Republic of Germany, we will do everything in this context to ensure that Nord Stream 2 cannot be put back into operation,” he stated.

A number of European officials have opposed targeting the pipelines. Florian Philippot, a prominent French Euroskeptic, has warned that such a move would amount to a “death sentence” for European industry. Michael Kretschmer, the prime minister of the German state of Saxony, has argued that “Nord Stream is a possible opening for a conversation with Russia,” adding that such talks would benefit Germany as its economy needs Russian gas supplies to function normally.

Another take away from this is that the Germans may have been overestimating the admiration the rest of the EU has for them as leaders of Europe.

Now it is clear that they do not enjoy the confidence of member states on military leadership what of their position on industrial and commercial matters?

however, they are now into Sumy as well and depending on the sourse, have either 50k or 150k fresh men ready. It will be interesting to see if the ukes can rustle up for a defense.

It has been clear from the very beginning of the Ukraine conflict that Russia cannot be defeated, particularly due to its nuclear status, German Foreign Minister Johann Wadephul has told the SZ newspaper.
Kiev’s Western backers, including top officials in Germany, France, and the UK, as well as the US under former President Joe Biden’s administration, repeatedly stated the intent to inflict a “strategic defeat” on Moscow in the Ukraine conflict, or at least to ensure that it does not emerge victorious. That justification has been used to support continued military assistance to Kiev.
Wadephul admitted on Friday that it was obvious the conflict between Moscow and Kiev can only be resolved in a diplomatic way.
“It was clear from the beginning that this war would most likely end through a negotiated settlement,” Germany’s top diplomat told SZ in a lengthy interview.
“One thing is true: a complete defeat in the sense of a capitulation by nuclear-armed Russia could not have been expected,” the minister stated, adding that “we have now become a little more honest” in this regard. He still maintained that Kiev’s troops have been “successfully defending” against Moscow’s forces, although the Ukrainian military has been losing ground along the entire front over the past several months.

The foreign minister maintained it was important to help Kiev get a “strong negotiating position” at peace talks and claimed that Russia was “threatening” Germany as he justified a planned military buildup and increase in defense expenditures. He also said that relations between Moscow and Berlin could no longer be described as a “clear peace situation.”
Berlin has taken an even more hardline position on Russia under new Chancellor Friedrich Merz. In the weeks since taking office, Merz has lifted range restrictions on Ukrainian strikes with German-supplied missiles and hinted at the possibility of providing Kiev with Taurus missiles, which have a range of 500km and could reach Moscow.
Germany has also announced a new military aid package for Kiev worth €5.2 billion ($5.6 billion), which Berlin says would be allocated mostly to long-range weaponry production inside Ukraine.
Russian Foreign Minister Sergey Lavrov reacted to Merz’s statements by saying that Berlin’s “direct involvement in the war is now obvious.” Germany already followed a similar “slippery slope” a couple of times in the last century “down toward its own collapse,” he added.

Zelensky is reportedly seizing power from the capital’s civilian government, having taken control of its military administration away from Klitschko in the early months of the conflict.
Ukraine’s anti-corruption bureau has made seven arrests among Klitschko’s subordinates, with a further three under investigation, The Times wrote.
In turn, the Kiev mayor has accused the Zelensky administration of paralyzing the city council with “raids, interrogations, and threats of fabricated criminal cases” that prevent his team from meeting the legal quorum required for decision-making. “This is a purge of democratic principles and institutions under the guise of war,” The Times cited Klitschko as saying. “I said once that it smells of authoritarianism in our country. Now it stinks.”

The dispute is as much personal as it is political, according to the newspaper.
Zelensky made personal attacks against Klitschko after the mayor criticized his approach to peace negotiations.
The Kiev mayor has accused Zelensky of overreach, playing into fears that his use of wartime powers has come at the expense of democracy, The Times said. Despite his presidential term expiring last May, the Ukrainian leader has repeatedly postponed elections, citing martial law. Klitschko said that Zelensky is also usurping power from other mayors in the country, but that his celebrity status grants him some protection.
While boxing champion has brushed off allegations against him as mudslinging, arrests in the Kiev administration are real manifestations of corruption in the capital, the Times wrote, citing analysts. Kiev’s flourishing corruption would be “impossible without the city government,” Zelensky-appointed city military administration head Timur Tkachenko told The Times.

Corruption has been a serious and long-standing issue in Ukraine. Top officials in Washington, which has been Kiev’s biggest military sponsor, have expressed concern that US aid has been systematically misappropriated during the Ukraine conflict.

Now it stinks.”

The dispute is as much personal as it is political, according to the newspaper.

Kiev’s flourishing corruption would be “impossible without the city government,” Zelensky-appointed city military administration head Timur Tkachenko told The Times.

Corruption has been a serious and long-standing issue in Ukraine. Top officials in Washington, which has been Kiev’s biggest military sponsor, have expressed concern that US aid has been systematically misappropriated during the Ukraine conflict.

Vladimir Zelensky’s longstanding feud with Kiev Mayor Vitaly Klitschko has escalated into “war,” The Times has reported.
The Ukrainian leader has “forced” the former world champion heavyweight boxer – who is said to harbor presidential ambitions – into a “political clinch,” the British daily wrote on Friday. Zelensky is reportedly seizing power from the capital’s civilian government, having taken control of its military administration away from Klitschko in the early months of the conflict.

It has been clear from the very beginning of the Ukraine conflict that Russia cannot be defeated, particularly due to its nuclear status, German Foreign Minister Johann Wadephul has told the SZ newspaper.
Kiev’s Western backers, including top officials in Germany, France, and the UK, as well as the US under former President Joe Biden’s administration, repeatedly stated the intent to inflict a “strategic defeat” on Moscow in the Ukraine conflict, or at least to ensure that it does not emerge victorious. That justification has been used to support continued military assistance to Kiev.
Wadephul admitted on Friday that it was obvious the conflict between Moscow and Kiev can only be resolved in a diplomatic way.
“It was clear from the beginning that this war would most likely end through a negotiated settlement,” Germany’s top diplomat told SZ in a lengthy interview.
“One thing is true: a complete defeat in the sense of a capitulation by nuclear-armed Russia could not have been expected,” the minister stated, adding that “we have now become a little more honest” in this regard. He still maintained that Kiev’s troops have been “successfully defending” against Moscow’s forces, although the Ukrainian military has been losing ground along the entire front over the past several months.

The foreign minister maintained it was important to help Kiev get a “strong negotiating position” at peace talks and claimed that Russia was “threatening” Germany as he justified a planned military buildup and increase in defense expenditures. He also said that relations between Moscow and Berlin could no longer be described as a “clear peace situation.”
Berlin has taken an even more hardline position on Russia under new Chancellor Friedrich Merz. In the weeks since taking office, Merz has lifted range restrictions on Ukrainian strikes with German-supplied missiles and hinted at the possibility of providing Kiev with Taurus missiles, which have a range of 500km and could reach Moscow.
Germany has also announced a new military aid package for Kiev worth €5.2 billion ($5.6 billion), which Berlin says would be allocated mostly to long-range weaponry production inside Ukraine.
Russian Foreign Minister Sergey Lavrov reacted to Merz’s statements by saying that Berlin’s “direct involvement in the war is now obvious.” Germany already followed a similar “slippery slope” a couple of times in the last century “down toward its own collapse,” he added.
The penny has dropped that Russia is not going away and that giving Zelensky the opportunity to lob a few long range missiles at Moscow is not going to change that.

I think there is more at play here.

The Lithuanians are paranoid about the Russians coming in from the enclave to the south of the country. They also fear the Russian desire to build a road along the Polish-Lithuanian border to connect the enclave to Belarus, and hence Russia, with a land link.

Germany might be flexing its muscle but the Leopard has proved a flop so having a hundred of them cluttering up the Lithuanian landscape may not be quite the deterrent we are meant to believe it is.

However, it does militarize a small and and relatively peaceful country that does not want to find itself under the Russian heel. Got a feeling that this does more for Germany than Lithuania, but can't, as yet, put my thumb on why.

If true all peace talks are off, which is probably the reason for it.
