It's the transfers I never understand, how do they choose the excess votes?

Say Candidate A receives 8000 votes but he only needs 6000, 2000 are transferred and Candidate B is the main recipient.

Who chooses the 2000 to transfer? those 2000 that is transferred may favour Candidate B, but among the remaining 6000 the 2nd choice may have benefitted candidate C.

Seems a little open to abuse in my opinion, they could fish out the votes that favour their preferred candidates.
