France & Italy probably represent the true cultures of Europe... France is focussed on equality & is racially Celtic & negroid. The French are also more ironic, industrial & minimalist.

Italy is focussed on elitism & is racially Arabick. Italians are also more nostalgic, agricultural & obsessed with aesthetic flourish.

Ireland is probably more like a poor man's France & England a poor man's Italy.
