If you're looking to do something like this & not be seen tracking them, & to make sure it's the right person, it's reasonable to assume they might wait close to their home, wait for a contact, then strike. You'd hope the investigators are looking at who was in the pub that night.
Wider context: there are a huge number of hit & runs in this country that look deliberate. People being picked off deliberately by hit and runs or apparent accidents: this could be another one. This involved an off duty Garda who left the scene.
