Well he's calling for (outright) censorship. The idea that massive fines for social media companies (for "misinformation", "hate" etc.) won't have a chilling effect is laughable.

The thing is that once all that stuff has been brought in (God deliver us from it) the focus will turn to "dog whistles"- now certainly in a context of repression you will have a significant amount of people "dog whistling" and you will also have a lot of people saying the same things are as in the "dog whistles" perfectly innocently, this will lead to much more paranoia, which in turn will lead to them wanting yet more repression so they can feel secure. So a vicious cycle is created.
