Yes, one of the central objectives of war is to kill the enemy and impede his ability to fight back. This always seems to be a surprise to you.
This was a strike on Russian command staff, officers and supporting personnel. Totally accepted in war. For the Russians, their officer cohort has been ravaged already and some very senior officers have been killed here whose experience is not easily replaced.
Killing Russian military decision makers and planners, then, will continue to degrade the ability of the Russians to make war, thus saving Ukrainian (and possibly even Russian) lives over time.
If the Russians really want to save their own lives, they can retreat their forces. Its that simple.
