Ukrainian forces have begun preparations to target nuclear waste storage sites at a Russian power plant with radioactive warheads and to then blame Moscow, according to intelligence received by Russia.
Kiev’s forces have already struck the Zaporozhye Nuclear Power Plant (NPP), Europe’s largest, and started a fire at one of the cooling towers, while accusing Russia of bombing itself.
“Sources on the other side report that the [Ukrainians] are preparing a nuclear false flag – an explosion of a dirty atomic bomb,” military journalist Marat Khairullin said Friday on his Telegram channel. “They plan to strike the storage sites of spent nuclear fuel of a nuclear power plant.”
The special warheads intended for the attack have already been delivered to the Vostochny Mining and Processing plant in Zhovti Vody, in Ukraine’s Dnepropetrovsk Region, according to Khairullin.
As possible targets of the attack, Khairullin indicated either the Zaporozhye NPP in Energodar or the Kursk NPP in Kurchatov, noting that the Ukrainian government and its Western backers are “desperate and willing to try anything.”
A security official in the Russian Military Administration of Kharkov Region corroborated Khairullin’s claim to RIA Novosti on Friday. The attack is intended to use radioactive warheads to target spent fuel storage sites at a nuclear power plant, and the ammunition has already been delivered to Zhovti Vody.

Kiev’s intention is to accuse Moscow of a false flag so it could justify using nuclear weapons against Ukraine, the security official said. The Ukrainian government has received orders from its Western backers to “escalate as much as possible,” he added.
According to the security official, the intelligence came from Ukrainian prisoners of war.

RIA Novosti also quoted Sergey Lebedev, introduced as leader of the Nikolaev Region underground, who said the planned attack would be carried out with NATO weapons, with the consent of the West.
“Banderites are planning to carry out a missile attack with NATO weapons on the Kursk and Zaporozhye nuclear power plants in the near future,” Lebedev told the agency. “Western intelligence agencies, mainly British, are supervising the terrorist attack. Long-range missiles do not fly without their knowledge.”
Lebedev pointed out that a large number of Western journalists have already arrived in the Sumy Region near Kursk, as well as the Ukrainian-controlled part of Zaporozhye, suggesting that this is part of Kiev’s preparations for the nuclear false flag.

Russian Foreign Ministry spokeswoman Maria Zakharova has accused the Italian state media company Rai of spreading falsehoods about the situation in Kursk Region, and warned that journalists who illegally crossed the country’s border could be prosecuted.
On Wednesday, Rai released a TV report on Ukraine’s incursion into Kursk Region, in which its journalists drove deep into Russian territory, accompanied by Ukrainian troops. In the clip, the reporters’ car drove past what appeared to be destroyed Western-supplied Ukrainian armor, later arriving at the town of Sudzha, which sustained significant damage during the fighting.
On Friday, the Russian Foreign Ministry summoned the Italian ambassador in Moscow, Cecilia Piccioni to lodge a “strong protest” over the Rai journalists’ trip. The film crew “illegally entered the territory of the Russian Federation to cover the criminal terrorist attack by Ukrainian militants in the Kursk region,” the ministry said.
It added that the Italian reporters “used their presence in our country to whitewash the crimes of the Kiev regime” and accused them of a “gross violation of Russian legislation and elementary rules of journalistic ethics”.

Speaking on the Russia-24 channel, Zakharova also noted that Rai’s report “did not even distort facts, but rather rewrote them and turned them upside down… Black was called white, and white was called black.”
According to Zakharova, the Western media – which she said had concocted numerous misleading reports about the Ukraine conflict that have since been debunked by Moscow – used the trip into Russia to bolster their narrative. “This is how they presented their fabrications in their materials as the truth, as if they were there, because otherwise no one would have believed them,” the spokeswoman argued.
Ukrainian forces launched an attack on Kursk Region last week, which has become the largest incursion into Russia since the start of the conflict. Russia has denounced the assault as a provocation, accusing Kiev of targeting civilians. Ukrainian troops are subjecting Russian civilians to violence and humiliation in Kursk Region, according to statements by local officials and video evidence circulating on social media.
At least 12 civilians have been killed and over 120 injured in Kursk Region, the local administration reported earlier, although the exact death toll cannot be established in Kiev-controlled territories.
While Kiev has made some gains, the Russian Defense Ministry has said its advance has been halted, with fighting still raging in border areas. Moscow has estimated Ukrainian losses at up to 2,800 service members and more than 400 armored vehicles.

Freedom of speech in the US is only permitted for those who express pro-American views, while dissenters are subjected to a “political inquisition,” Russia’s ambassador to Washington, Anatoly Antonov, has claimed.
The diplomat was commenting on an FBI search at the home of Russian-born US political analyst and author Dimitri Simes in Virginia, on Tuesday. Simes, a critic of President Joe Biden’s administration, has been co-hosting a geopolitical talk show on Russia’s Channel 1 since 2018.
The targeting of Simes is another example of the “witch hunt” taking place in the US in the run up to the presidential election on November 5, Antonov wrote in a post on Telegram on Saturday.
"Hundreds of people are declared undesirable just because they dare to contradict the policies of the administration. They are forbidden from having their own point of view” and government agents are “breaking into homes, performing searches and seizing documents,” he stated.
According to the ambassador, the situation in the country resembles the “dark times of McCarthyism,” a campaign against suspected communists led by Republican Senator Joseph McCarthy in the 1950s.


"The local ruling circles have decisively embarked on the path of total censorship. Freedom of speech in modern America is sacred only if this speech is pro-American. All dissidents are subject to political inquisition, especially when it comes to those who fight against one-sided and biased views on Russia,” he said.
Antonov accused Washington of double stands when it comes to democracy and freedom of speech. While “easily” neglecting the rights provided by the First Amendment at home, US officials, “at the same time continue to lecture the whole world on democratic values and human rights,” he wrote.
Simes is a naturalized US citizen, who immigrated from the Soviet Union in 1973. He served as an aide to President Richard Nixon and as the publisher and CEO of National Interest magazine, which advocates a realist approach to international relations and geopolitics.
At the height of Russiagate, Simes was among those investigated by Special Counsel Robert Mueller as a suspected contact between Donald Trump and the Russian government. The report by Muller in 2019, which failed to find any evidence of collusion between Moscow and Trump’s 2016 campaign.

FBI agents arrived at his property in Virginia a week after a search took place at the home of former US Marine and UN weapons inspector Scott Ritter in New York state. Ritter, who is now a journalist and commentator, said the US authorities appeared to be “primarily concerned” with his “relationship” with Russian media outlets – RT and Sputnik news agency.

America poses the greatest danger to the world when it comes to the risks of a potential nuclear conflict, Chinese Defense Ministry spokesman Zhang Xiaogang told journalists on Friday. Beijing has accused Washington of making “irresponsible decisions” in attempts to maintain its hegemony, including through intimidating the international community with its nuclear arsenal.
The damning statement came in response to the Pentagon’s decision to upgrade US Forces Japan into a joint force headquarters under the command of a three-star officer reporting to the commander of the Indo-Pacific Command. The announcement was made by the US Defense Department in late July following the meeting of the American and Japanese defense and foreign policy chiefs.
US Defense Secretary Llyod Austin hailed the development as “one of the strongest improvements in our military ties with Japan in 70 years” at that time. He also said that the two sides “held a separate two-plus-two ministerial level meeting on extended deterrence, and that has never been done before.” During the meeting, the US vowed to “defend Japan with the full range of our capabilities, including our nuclear capabilities,” according to the defense secretary.

Such actions only “provoke bloc confrontation and undermine regional peace and stability,” he said. According to the Chinese Defense Ministry spokesman, “the US poses the biggest nuclear threat to the world” since it possesses the “largest nuclear arsenal in the world” and pursues a policy that allows the first use of nuclear weapons.
The latest US National Defense Strategy (NDS) published by the Pentagon in 2022, alongside the Nuclear Posture Review and Missile Defense Review, identifies Russia, China, North Korea, and Iran as four potential adversaries for nuclear weapons planning. It also leaves the door open for a nuclear first strike by allowing the use of such weapons to prevent a conventional attack.

In 2018, the US announced its withdrawal from the Intermediate-Range Nuclear Forces (INF) Treaty with Moscow, which banned either side from developing and deploying certain types of ground-based nuclear-capable missiles. At that time, Washington stated that it had a need for such weapons, not least because China wasn’t bound by the bilateral INF agreement.
The last bilateral binding agreement limiting American and Russian nuclear stockpiles is the new START Treaty, which is set to expire in 2026. Last year, Russia formally suspended its participation in New START, citing hostile US policies, but vowed to observe its core terms, which put a cap on nuclear weapons and delivery systems.
In October 2023, the Pentagon accused China of “rapidly” expanding its nuclear arsenal as the congressional Strategic Posture Commission called on Washington to prepare for a war with both Beijing and Moscow. Later the same month, the US also announced plans to “modernize” its top nuclear bomb.
The US’ “irresponsible decisions and actions have resulted in the proliferation of nuclear risks, and its attempts to maintain hegemony and intimidate the world with nuclear power have been fully exposed,” Zhang said, adding that its latest actions in Japan only “exacerbate regional tensions and increase the risk of nuclear proliferation and nuclear conflicts.”

The Ukrainian military used Western-made munitions to target civilian infrastructure in Russia’s Kursk Region for the first time on Friday, the Foreign Ministry in Moscow has said.
This is Kiev’s latest escalation since sending troops into what even its Western allies recognize as Russian territory on August 6. Previously, HIMARS (High Mobility Artillery Rocket System) attacks had only been conducted in regions which were formerly part of Ukraine.
Russia’s Foreign Ministry spokeswoman Maria Zakharova told journalists on Friday that during the day, there were several “terrorist attacks by the Kiev regime against civilian targets on Russian territory.”
“In particular, for the first time, Kursk Region was hit by Western-made rockets, most likely from an American HIMARS,”
she said.
The Ukrainian attack “completely destroyed” a bridge over the Seim River in the region’s Glushkovsky District, killing volunteers who were assisting local residents with the evacuation, the spokeswoman stressed.

"As we have said earlier, all those responsible for these inhumane acts will face severe punishment,” Zakharova warned.
The acting governor of Kursk Region, Aleksey Smirnov, confirmed on Friday that the bridge over the Seim River had been destroyed.
The Defense Ministry in Moscow said at the time that since the start of the incursion into Kursk Region, Russian forces have eliminated at least three HIMARS systems operated by Ukrainian troops.
Earlier this week, it also published a video of one of the US-made multiple rocket launchers being blown up by an Iskander ballistic missile strike in Ukraine’s Sumy Region, which borders Russia.
According to Moscow, Kiev’s losses in the fighting in Kursk Region already total 2,860 troops and several hundred units of military hardware, including 41 tanks and 40 APCs.

Germany’s defense ministry has been urged to limit military assistance to Ukraine, as the country’s current budget plan is not capable of allocating funds for the purpose, Frankfurter Allgemeine Zeitung (FAZ) reported on Saturday, citing a written request from Finance Minister Christian Lindner.
The letter, which was addressed to German Defense Minister Boris Pistorius and Foreign Minister Annalena Baerbock, specified that only military aid that has already been approved can be delivered to Kiev, while additional applications from the defense ministry should no longer be accepted, even if issued at the behest of Chancellor Olaf Scholz.
FAZ emphasized that the blocking of newly approved assistance is already in effect, adding that Berlin would halve its military aid to Ukraine next year. In 2027, the assistance is expected to decline to less than one tenth of its current volume.
In particular, €8 billion in aid to Ukraine has been scheduled for 2024, and the planned maximum of €4 billion for 2025 already exceeds available funds, the media outlet noted, adding that only €3 billion is planned for 2026, and €500 million each for 2027 and 2028.


“End of the event. The pot is empty,” an unnamed source in the federal government told FAZ, stressing that Berlin has “reached a point where Germany can no longer make any promises to Ukraine.”
The newspaper noted that the urge comes amid Lindner’s push for harsh austerity measures; these have already been imposed on all German ministries except defense. The finance minister has been resisting intense pressure from Scholz and Economy Minister Robert Habeck to suspend the country’s constitutional limit on debt to allow for the cost of providing military aid to Kiev amid the Ukrainian conflict.


Germany is the second biggest backer of Ukraine after the US. Berlin has provided and committed military aid of at least €28 billion ($30.3 billion) to Kiev in current and future pledges. This includes advanced military equipment such as Leopard 2 tanks, Marder infantry fighting vehicles, and US-made Patriot air-defense systems.
Lindner reportedly doesn’t expect the country’s assistance to Ukraine to drop, as the minister hopes to cover the expenses not with federal budget funds, but through the use of Russian central bank assets that were frozen by Kiev’s Western allies shortly after the conflict escalated.
Nearly $300 billion belonging to Russia’s central bank has been immobilized by the EU and G7 nations as part of Ukraine-related sanctions. In May, Brussels approved a plan to use the interest earned on the frozen assets to support Ukraine’s recovery and defense. Under the agreement, 90% of the proceeds are expected to go into an EU-run fund for Ukrainian military aid, with the other 10% allocated to supporting Kiev in other ways.

The Ukrainian incursion into Russia’s Kursk Region has derailed secretive Qatar-mediated talks between Moscow and Kiev that could have paved the way for a “partial ceasefire,” the Washington Post reported on Saturday, citing sources.
An unnamed diplomat told the paper that both sides intended to send delegations to Doha to negotiate a landmark deal that would halt mutually devastating strikes on energy infrastructure. However, when Ukrainian troops launched a large-scale attack on Russian territory last week, the rare engagement was thrown into doubt, the article said.
According to one WaPo source, Russian officials postponed the meeting, describing the attack on Kursk Region as “an escalation.” The unnamed diplomat claimed, however, that Russia “didn’t call off the talks, they said give us time.”
Talks to end the infrastructure strikes have been going on for the past two months, the paper reported, adding that only minor details of the agreement needed to be worked out before the summit. Some of those involved in the discussions even reportedly hoped they could pave the way for a broader agreement to end the conflict.
No talks with Kiev after attack on civilians – Putin
Senior officials in Kiev, however, were more skeptical about the negotiations, estimating their chance of success at 20% or less, the Washington Post said. After Russia decided to take time-out, the Ukrainian delegation reportedly wanted to go to Doha regardless, but Qatar refused, seeing no point in such a format of talks.
The Post noted that Ukrainian officials are increasingly worried about whether the country will be able to survive winter if Russia continues to pound its energy infrastructure. Kiev estimated in May that as much as 50% of Ukraine's energy capacity has been knocked out.

”We have one chance to get through this winter, and that’s if the Russians won’t launch any new attacks on the grid,” a Washington Post source said.

However, a Russian academic suggested that Russian President Vladimir Putin would not be in the mood to make any deals with Kiev after the Kursk incursion. The Russian leader said that any peace talks with Ukraine are impossible as long as it conducts “indiscriminate strikes on civilians… or tries to threaten nuclear energy facilities.”
The last time Ukraine and Russia held peace talks was in Istanbul in the spring of 2022. While the negotiations initially made progress, they later collapsed, with Moscow blaming the interference of then-British Prime Minister Boris Johnson, who allegedly advised Kiev to keep fighting. Johnson has denied the allegation.

Ukraine’s Vladimir Zelensky has said his administration will “insist” that the Western allies take “bold steps” to support Kiev’s war effort, singling out the UK, which once showed “real leadership” but is now falling behind.
In his daily address on Friday, Zelensky expressed his intention to “fix” the situation with the country’s allies limiting Ukraine’s “long-range capabilities” and preventing Kiev from fully utilizing the Western-supplied weapons to support its incursion into Kursk Region in Russia.
“The long-range capabilities of our forces are the answer to all the most important, to all the most strategic issues of this war,” he said. He vowed to “intensify our diplomatic work” with the US, UK, France, and “other partners” to remove any barriers.

“In particular, we have seen throughout this war that the United Kingdom has shown real leadership. In weaponry, in politics, and in supporting the life of Ukrainian society… This is what reflects the strength of the United Kingdom,” Zelensky stated.
But now, unfortunately, the situation has slowed down. We will discuss how to fix this. Because long-range capabilities are a matter of principle for us.
“We will insist on the need for bold steps, bold decisions. We need things that truly change the course of the war, leading it to a just peace,” he said, referring to his so-called peace formula, which Moscow has dismissed as being “detached from reality.”

On August 6, Ukraine launched its largest attack on Russian territory since the conflict escalated in February 2022. Western officials have expressed support for the incursion, but denied any prior knowledge of or involvement in the operation.
Some troops involved in the incursion into Kursk Region were trained by British military specialists in the weeks leading up to the surprise attack, according to The Times. Ukrainian forces were also reported to be using British Challenger 2 tanks inside Kursk Region, according to Sky News.

Despite Kiev’s pleas, the UK government has reportedly refused to allow Ukraine to use Storm Shadow missiles to support the incursion. Defense Secretary John Healey stated that the UK was providing weapons to Kiev for the “defense of their sovereign country,” adding that this “does not preclude them hitting targets in Russia.” However, he specified that Britain would not be involved in any such attacks.
Kiev’s forces have repeatedly used long-range missiles supplied by their Western allies to launch indiscriminate strikes against Russia. They maintain that their policies permit Ukraine to use Storm Shadows and other long-range missiles to strike any areas claimed by Kiev, including Crimea, but not “internationally recognized” Russian territory. A Pentagon spokeswoman reiterated this week that the US has not granted permission to Ukraine to use American long-range missiles for strikes deep into Russia.

The alleged Ukrainian plot to attack Russian nuclear power plants demonstrates Kiev’s desperation and warrants a “full force” response from Moscow, former Pentagon official Michael Maloof told RT on Saturday.
In a report on Friday, Russian military journalist Marat Khairullin claimed that Kiev was “preparing a nuclear false flag – an explosion of a dirty atomic bomb” which would target “the storage sites of spent nuclear fuel of a nuclear power plant.” The attack would reportedly be launched on either the Zaporozhye Nuclear Power Plant (NPP) in Energodar – also not far from the frontline – or the Kursk NPP in Kurchatov, and then blamed on Russia.
“This is pretty serious, if true. To play this nuclear gamble is quite serious indeed,” Maloof told RT. “This is Kiev’s effort to gain leverage, knowing that its own back is against the wall. This is desperation, but going the nuclear route would not only create an immediate problem in that region, but throughout all of Europe, so I think that this is really draconian, if that’s indeed what the Ukrainians have in mind.”

The threat is made more pressing by the fact that the Ukrainian military has weapons – including drones and American-supplied HIMARS rockets – capable of reaching both plants, Maloof continued.
Moscow should therefore take “pre-emptive action” and target Ukrainian military sites within range of the facilities, the former security policy analyst suggested.

In a statement on Saturday, the Russian Defense Ministry said that any attempt by Kiev to create a nuclear disaster would be met with “tough military and military-technical countermeasures.”
By “dangling the nuclear threat in front of everyone,” Ukraine aims to force Russia to the negotiating table on its own terms, Maloof claimed. With Russian forces winning the battle of attrition in the Donbass, Kiev “knows it has no alternatives” and wants “to have things a little more favorable and have that leverage that they need in order to negotiate,” he added.
The Ukrainian military has repeatedly attacked the Zaporozhye NPP since it was seized by Russian forces in 2022. A drone attack on the plant last week caused a fire inside one of the facility’s cooling towers, forcing technicians to place the NPP’s six reactors in a state of “cold shutdown.”
The International Atomic Energy Agency (IAEA) has repeatedly condemned attacks on the Zaporozhye plant, but has refused to pin the blame on Ukrainian forces. Kiev denies any plant to carry out a false-flag attack on either the Zaporozhye or Kursk plants; Ukrainian leader Vladimir Zelensky accused Russia of setting fire to its own nuclear plant last week.

Ukraine’s incursion into internationally recognized Russian territory looks like an attempt to compel Moscow to use nuclear weapons, which would irrevocably damage its image globally, Belarusian President Alexander Lukashenko has said.
In an interview with Russia-1 aired on Sunday, Lukashenko warned that Kiev’s operation in Kursk Region – the largest cross-border assault by Kiev since the outbreak of the conflict – posed enormous risks to global security.
“The danger is that this kind of escalation on the part of Ukraine is an attempt to push Russia into asymmetric actions, for example, the use of nuclear weapons,” the Belarusian leader said, adding that such a move would be a PR bonanza for both Kiev and its Western backers.

“Then we would probably have hardly any allies left. There would be no sympathetic countries left at all,” he noted, explaining that this reaction would be based on the universal aversion to the fallout that could be caused by nuclear weapons.
Lukashenko also responded to statements by Ukrainian officials that the Kursk incursion was aimed at improving Kiev’s diplomatic position for possible talks with Russia. This plan is “a classic, but it does not work in a struggle against a great empire that has not even begun to fight in earnest,” he argued, adding he was sure that the Ukrainians would eventually be expelled from Kursk Region.
According to its current nuclear doctrine, Russia can deploy its nuclear arsenal only “in response to the use of nuclear and other types of weapons of mass destruction against it or its allies, and also in case of aggression against Russia with the use of conventional weapons when the very existence of the state is threatened.”
Russian President Vladimir Putin has said on several occasions that there is no need to use nuclear weapons in the Ukraine campaign. Moscow has warned that it may change its nuclear doctrine, but said that any changes would be in response to what it perceives as escalatory moves by NATO.

Moscow and Kiev must eventually settle their differences through negotiations or the conflict will end in the total destruction of Ukraine, Belarusian President Alexander Lukashenko has said.

In an interview with the channel Russia-1 released on Sunday, Lukashenko urged Russia and Ukraine to return to the peace talks that collapsed in the spring of 2022 after what Moscow has called Western interference.

“We must sit down at the negotiating table and discuss the issues. But if it goes on like in Kursk Region, this will be an escalation that would result in Ukraine’s destruction,” the Belarusian leader warned, referring to Kiev’s large-scale assault on internationally recognized Russian territory earlier this month.
Lukashenko noted that the belligerents could re-engage based on a proposal by Russian President Vladimir Putin, who suggested picking up where Moscow and Kiev left off last time.

“Yes, the situation on the ground has changed, but this [document] could be a start. A start for a discussion,” he said.
Last month, Putin recalled that the Istanbul deal, under which Ukraine would have agreed to “permanent neutrality” and to downsize its military while receiving certain security guarantees, “remains on the table and could serve as the basis” for a new round of peace talks.
Moscow has said that the talks were on the verge of a breakthrough but were derailed by then-UK Prime Minister Boris Johnson, who allegedly advised Kiev to “keep fighting.” Although Johnson has denied the accusation, staff who were close to Vladimir Zelensky admit he had an influential role.

While Russia has repeatedly said throughout the conflict that it is open to talks with Ukraine, Putin has recently said that any engagement with Ukraine is impossible as long as it is conducting attacks on civilians and threatening nuclear power plants – both of which Moscow has accused Kiev of doing during the Kursk incursion.

Zelensky admitted last month that Ukraine could open talks with the current Russian leadership, despite a still-active presidential decree signed in 2022 that forbids doing so. The decree was approved after four former Ukrainian regions voted overwhelmingly to join Russia.
