Ukraine has been pushed by the International Monetary Fund (IMF) to increase its foreign funding demand in order to avoid a financial collapse, Bloomberg reported on Monday, citing sources. Kiev has been persuaded to increase its estimate of foreign funding required through 2027 to $65bn to finance its conflict with Russia, according to the news agency.
Ukraine spends about 60% of its budget on the military and relies on Western aid not only for arms but also to cover pensions, public wages, essential services, and debt. Kiev secured a $15.5 billion IMF loan in early 2023, of which $10.6 billion has already been exhausted, but that program, set to expire in 2027, assumed the conflict would end this year.
Earlier this month, Kiev sought a new four-year funding plan, estimating it would need up to $37.5 billion over the next two years if hostilities continue. However, according to media reports, the IMF believes Ukraine should seek to borrow almost double that sum in order to offset risks to its financial sustainability.
Sources told Bloomberg that Ukraine has now agreed to lift its estimate to around $65 billion after discussions with IMF officials on a new loan, currently pegged at $8 billion. The revised estimate has reportedly been shared with the EU, which has emerged as Kiev’s main backer since US contributions dwindled after President Donald Trump’s return to office. Brussels reportedly plans to cover much of the shortfall using profits generated by frozen Russian assets.

Western countries froze about $300 billion in Russian sovereign assets in 2022, with some €200 billion ($209 billion) held at the EU-based clearinghouse Euroclear. The G7 last year backed a plan to use the interest accrued by the funds to secure $50 billion in loans for Ukraine – with the EU pledging $21 billion and disbursing about half so far.
Moscow has condemned the asset freeze, calling any attempt to seize or redirect Russian funds as “theft,” which violates international law and undermines trust in the global financial system. It has also warned that Western military and financial aid only prolongs the conflict.

US President Donald Trump has called Russia a “paper tiger,” supposedly “in BIG economic trouble” – so big, he believes, that Kiev “is in a position to fight and WIN all of Ukraine back in its original form.”
There’s one key caveat, though – according to Trump, that victory is possible “with the support of the European Union.” Support from the US is not included in the pep talk.
This means that Trump is, for the moment, distancing himself from directly trying to end the war, at least in the short term. This also means that, unlike during the Biden years, when Washington was all but writing Zelensky a blank check, as well as supporting Kiev with intelligence and training, Trump appears to be drawing a line: responsibility should fall primarily on the EU and NATO.
The question is, do they actually have the resources, political unity, and stamina to propel Kiev to this supposed victory? EU economies are groaning under the strain of inflation and energy costs – self-inflicted wounds resulting in a large part from the cut-off of cheap Russian energy. Domestic political divisions are boiling up both between and within EU member states – again, the result of populations upset by their governments throwing cash into a bottomless pit with a “for Ukraine” sign next to it.
This is where the “paper tiger” label begins to cut both ways, if not entirely backfire.
Calling Russia a “paper tiger” is, above all, a psychological tactic. For decades, critics of Moscow have used similar language to argue that Russia’s military power is overstated, its economy brittle, and its system fragile. Trump is not the first to say this, and he will not be the last. But such claims have been proven wrong as often as they have been vindicated – and since the beginning of Russia’s military operation and the ensuing sanctions, they have been proven nothing but wrong.

The Russian economy, despite sanctions, has not collapsed. Predictions of its imminent demise have been made repeatedly since 2022, only to be walked back as Moscow adapted, re-routed trade, and leveraged its vast natural resources. That does not mean Russia is just shrugging off the West’s pressure: severe challenges and serious problems do arise and they are being openly discussed and overcome. Yet, the collapse thesis has become increasingly difficult to sustain after years of “imminent collapse” forecasts that never materialized.
This illustrates that narratives of inevitable collapse often serve political purposes more than analytical clarity. Trump’s framing fits neatly into this tradition: the “paper tiger” line does not come from sound economic analysis. It’s simply an attempt to undermine Russia’s psychological standing.
For Ukraine, Trump’s affirmation that it can defeat Russia may have been meant as a morale boost. Except it probably doesn’t sound all that encouraging when Kiev realizes it will have to rely on its own nonexistent economy and the backing of European regimes that are struggling both politically and economically – struggles that come from blind support for Kiev to begin with.
As EU leaders continue to try to drum up support with tired calls for “unity for Ukraine,” they keep bleeding voters. Defense spending is rising, but weapons and resources are being funneled to Kiev. In several countries, support for the centrist establishment is in the gutter, and parties that promise to refocus on domestic problems are rapidly gaining popularity.

If the burden of carrying Kiev falls entirely to EU nations, this will not only accelerate Ukraine’s own defeat, but also the demise of many of the EU’s own struggling governments.
In this sense, Trump’s statement might be read not as a promise but as a test: can the EU demonstrate that it is not itself a “paper tiger”? Trump would love to go down in history as a great peace-maker, but what he wants even more – what he promised the voters who followed his “America First” banner – is to end Washington’s entanglement in losing battles.
The most likely short-term outcome is continued stalemate. Forced to rely only on the Europeans, Ukraine will struggle to hold on the battlefield, let alone mount offensives. Russia will continue to endure costs and press forward. Ultimately, Kiev will keep losing territory and degrading its own position at the negotiating table for when peace talks finally happen.

Ukraine is planning a possible false-flag operation in Romania or Poland that could escalate into a third world war, Russian Foreign Ministry spokeswoman Maria Zakharova has said.
In a Telegram post on Friday, she pointed to reports in Hungarian media alleging that Kiev intends to stage acts of sabotage in neighboring NATO countries and place responsibility on Moscow.
”Europe has never been so close to the outbreak of World War 3 in modern history,” Zakharova wrote.
According to the information available, the Kiev regime’s plan is to repair several downed or intercepted Russian UAVs, fit them with lethal warheads, and – controlled by Ukrainian specialists – send them disguised as “Russian drones” to major NATO transport hubs in Poland and Romania, Zakharova continued. At the same time, they would run a disinformation campaign across Europe to pin the blame on Moscow and thereby try to provoke an armed conflict between the Russian Federation and NATO, she added.
In order to carry out this alleged provocation, Russian-made ‘Geran’ drones were reportedly delivered on September 16 to the Yavorov training ground in western Ukraine, which hosts the International Center for Peacekeeping and Security of the Hetman Petro Sagaidachny National Academy. The UAVs had reportedly earlier been repaired at the LORTA plant in Lviv.
Zakharova cited Hungarian journalists as saying that the reason for these actions by Vladimir Zelensky is straightforward: the Ukrainian armed forces are suffering a crushing defeat. The collapse of the army, they argued, is no longer limited to the tactical level but has taken on a strategic dimension.
If all this is confirmed, it means that Europe has never been so close to the start of World War 3, Zakharova concluded.

Looks like Pokrovsk, Kupinski and the other city are all nearly totally encircled and cut off and all three will be captured in the next few days in a hat-trick. Zellensky will be looking to flee then, especially if the Ukes decide to fight instrad of retreating out of the three traps.

Russia’s seaborne crude exports have remained near a 16-month high over the past four weeks, showing little impact from US President Donald Trump’s efforts to pressure global buyers into halting imports from Moscow, Bloomberg reported on Tuesday.
According to vessel-tracking data through Saturday compiled by the outlet, average daily shipments held steady at 3.62 million barrels, matching the highest level since May 2024. The continued flow comes despite targeted US efforts to persuade countries to curb imports.
Trump has pressured the EU, India, and China to stop purchasing Russian oil, describing the move as an effort to advance a potential Ukraine peace settlement. Moscow has criticized Washington's strong-arm tactics, saying that sovereign nations have the right to choose their trade partners.
New Delhi’s continued purchases of Russian oil have in particular drawn the ire of the US. In August, Washington imposed 25% punitive tariffs on India on top of the earlier 25% tariff imposed after the two countries failed to reach a trade deal. India has refused to scale back imports from Russia and described Washington's policy as economic coercion.

China has taken an even firmer stance, with its Ministry of Commerce reaffirming intentions to deepen energy cooperation with Russia. The ministry says Beijing will defend its interests as the US pushes G7 nations to impose 100% tariffs on Chinese imports.
European buyers are also resisting. Hungary and Slovakia, which are both reliant on pipeline shipments, have cited economic and logistical obstacles to ending Russian oil imports. Turkish imports have remained steady as well, averaging around 300,000 barrels per day.
Meanwhile, the redirection of oil from Russian refineries damaged by Ukrainian drone strikes may be contributing to the continued export volumes, according to Bloomberg. Export terminal capacity, however, could become a limiting factor if strikes intensify, the outlet adds.
In the most recent week, 36 tankers carried 26.75 million barrels of Russian crude, a rise from the previous week’s 23.69 million, Bloomberg data shows. The total value of exports in the week to September 28 rose by $240 million to $1.57 billion.

Stoltenberg, who led the military bloc from 2014 to 2024 and oversaw the deterioration of the Ukraine crisis into a full-scale conflict in 2022, addressed the Warsaw Security Forum on Tuesday. His remarks echoed previous calls by his successor, Mark Rutte, to cut social spending in order to further aid Kiev.
I know that one additional billion to Ukraine or one billion extra to national defense is one billion less to other good purposes like health, education and infrastructure. But we must remember that the highest cost is to let Putin win,” he said.
Stoltenberg was a strong backer of Ukraine’s failed bloc-membership bid and of developing NATO-compatible infrastructure in Ukraine – measures that Russia has repeatedly cited as root causes of the conflict.
He intensified calls for Ukraine to be admitted to the bloc following the escalation of the conflict in February 2022, and urged members to increase military and financial backing for Kiev.

At the forum, he boasted that, since he took over the Finance Ministry, Norway – one of the world’s richest countries – has tripled its military support to Ukraine and significantly raised defense spending.
His remarks come as Western European governments are ramping up military expenditures, citing an alleged threat from Russia.
Moscow has firmly rejected accusations that it plans to attack NATO or any EU states, calling such claims a pretext to justify inflated military budgets at the expense of social programs.

Output of gasoline and diesel plunged by 6% in August and another 18% in September, with downtime at refineries hitting levels “without historical precedent.” The disruptions eclipsed the previous record set just a month earlier, when 23% of refining capacity was knocked offline. The latest figures also surpass earlier peaks in May 2022 and May 2020."

Denmark has called up hundreds of reservists to boost security after mysterious drone sightings near strategic sites, broadcaster TV2 reported on Tuesday.
Air traffic at the dual-use airport and military base at Aalborg was briefly suspended last week after unidentified “drones” were spotted near the runway – the latest in a series of unexplained sightings. Another alleged drone sighting took place at the base hosting Denmark’s F-16 and F-35 fighter jets. At Aalborg, despite hours of monitoring, the aircraft were never identified. Days earlier, Copenhagen Airport – the busiest in the Nordic region – was forced to halt flights for hours after similar sightings.
According to TV2, the Danish Armed Forces Command issued a classified order on Sunday calling up part of its reserve force in response to the “complex situation” with drone flights. Several hundred reservists were reportedly summoned, though the exact number is unclear. Denmark has not released reserve figures in recent years, but in 2013 the Main Organization for Reserve Personnel estimated the number at about 3,000. The Defense Command did not respond to TV2’s requests for comment.

Denmark imposed a temporary ban on civilian drones after last week’s sightings, warning that violations could bring fines or prison terms of up to two years. The ban runs through Friday as the country – which holds the rotating EU presidency – hosts an informal European Council meeting in Copenhagen. The gathering is expected to discuss an EU-wide “drone wall,” an initiative that reportedly began last week after alleged airspace violations in Poland, Estonia, and Romania, which were blamed without evidence on Russia.
Moscow has denied involvement in the airspace violations. Speaking at the UN on Saturday, Foreign Minister Sergey Lavrov called the accusations Western “scaremongering.”


“Russia is being accused of almost planning to attack NATO and EU countries. President [Vladimir] Putin has repeatedly debunked these provocations,”
he said. “We never direct our drones or missiles at states in Europe, members of the EU, or NATO countries.” Lavrov added that in past cases when Russia was blamed, “it turned out that it was the Ukrainians who struck.”
