Just as, that Donald J Trump is Not running America either. He is just performing a role. Even if we take the American, Deep-State / Dark-State, out of it ( I wouldn't obviously ), it is the American Civil Service that runs America and as we have seen in many Western Countries these Civil Services have become so powerful and a law unto themselves, that it is them that are actually running Western Countries.
Where would the differential actually come between the Deep-State / Dark-State and the American Civil Service if the both have the same goals, and if the Deep-State / Dark-State is doing its job properly, they will have the same goals.
Look how totally inept, Meehole Martin / FF, was when he didn't have the Civil Service to run the FF-ers Presidential campaign for them.
