I used to believe in carrying out forced conversions in my teens and maybe with less zeal into my very early 20s. The thing is though is that mainstream Catholicism completely rejected the idea of them at Vatican II and went further and said that there should be complete Religious liberty (a complete 180 flip on what was the Vatican's position in the 19 th century). So in the case of the 26 counties you would be talking about establishing a Theocracy with a large majority of the Clergy in strong opposition to it.

A reason why Lutherans are generally a lot more thran in North America than they are in Germany is that Bismarck forced a union of the Lutherans with the Reformed which caused a large amount of the hardline Lutherans to get up and leave. Than you have a large Catholic minority in the USA and a growing Eastern Orthodox one.
