An army on the offensive shouldn't be laying minefields in it's path.

Aye, the cluster bombs are just a gesture, just a pretence that NATO has something left, but it’s probably all that there is this far down into the barrel. They are perfectly useless without an airforce to deliver them, but the show must go on.
