Washington is behind a delay in finalizing a G7 plan to grant Kiev a $50 billion loan financed by frozen Russian assets, Euractiv reported on Thursday, citing sources close to the discussions.
The EU and the US jointly froze an estimated $300 billion in Russian sovereign assets at the start of the Ukraine conflict in early 2022. Ever since, Western states have been mulling using the funds to aid Ukraine. While they have so far failed to agree on the outright confiscation of the money, the G7 decided in June to provide Ukraine with a $50 billion loan, to be paid back using interest from the frozen Russian funds.
However, according to Euractiv sources, the US has been hindering the process of finalizing the plan due to concerns over repayment, which depends on how permanent the freeze of assets is.
Under EU rules, the bloc renews sanctions targeting Russian assets every six months, and needs the unanimous approval of all 27 member states to do so. Diplomatic sources cited by the news outlet claim that Hungary, which currently holds the six-month rotating EU presidency, could at some point veto extending the freeze.

Washington has demanded more long-lasting guarantees that the assets will remain frozen despite potential disagreements within the bloc, Euractiv sources claim, so that the West can tap the immobilized funds for as long as needed. For instance, sources say the US suggested switching the bloc’s sanctions mechanism to 12 months or longer.
According to an earlier report by Financial Times, EU ambassadors have already discussed several proposals aimed at allaying US concerns, including extending the renewal of sanctions to three years or even indefinitely. However, no headway seems to have been made in that regard so far.
Meanwhile, Ukraine has been growing increasingly impatient over the promised money, with Prime Minister Denis Shmigal on Tuesday insisting that it should be received by the end of the year. He also stressed that Kiev wants the loan to be interest-free and “provided to Ukraine without any conditions.”

Moscow has denounced the asset freeze as “theft,” and repeatedly warned that tapping its funds would be illegal and could create a dangerous precedent, destroying the credibility of the Western financial system.

Moscow has the names of thousands of foreign nationals employed to fight for Ukraine, a senior Russian diplomat has said.
Russian troops have been tasked with “meticulously gathering information” about such people, Rodion Miroshnik, who is leading a special mission to investigate alleged Ukrainian war crimes, told RIA Novosti on Thursday.
”As of today, over 4,000 mercenaries have been positively identified, with all necessary data collected. In some cases pre-trial investigations have been completed,” he said.
Kiev claims that foreign nationals fighting for its cause are volunteers who joined the Ukrainian ranks for ideological reasons. Moscow sees them as hired guns and has accused Western nations of facilitating Ukraine’s recruitment of their military veterans.
Miroshnik insisted that surviving mercenaries who flee Ukraine to other nations would still be held accountable for committing atrocities while being on Kiev’s payroll.

”I believe the information about their crimes will be available in many nations, and people there will realize what kind of people Ukraine is using now,” he said. Many of the mercenaries are violent psychopaths, who went to Ukraine so that they could kill, bully civilians and plunder with impunity, the diplomat claimed.
Earlier this month, a 27-year-old man who fought for Kiev was convicted in the Czech Republic. Filip Siman was sentenced to seven years in prison for looting in towns near Kiev, after a court in Prague dismissed his claims that he was just following orders.
In March, the Russian Defense Ministry published a list of countries from which mercenaries had been coming to fight for Kiev. The statistics claimed that the total number of such fighters, whom the Russian military considers legitimate targets, was over 13,300. Of those, roughly 6,000 have been killed, the ministry said. It named Poland, Georgia, and the US as the top-three suppliers of mercenaries.

Earlier this month, the Russian Foreign Ministry condemned the presence of the US private military company, Forward Observation Group, on Russian soil. The firm previously posted a photo of its employees in military gear, claiming that it was taken in Kursk Region amid the Ukrainian incursion there

Andrei Martynov and others have gradually come to the conclusion that the US military was actually not involved in the debacle of the Kursk invasion:

It’s becoming more and more obvious that Martyanov’s observation that neither the British nor the US militaries have any idea of how to fight a war on this scale was spot-on. How the British think they can fund, plan, and help execute attacks on Russian soil without the world endorsing Russian reprisals on British soil is entirely beyond me. I mean, there is no amount of conceptual redefining and word magic that is going to defend these clearly belligerent actions and redefine them as non-belligerent.

The Vermont Department of Health (VDH) published advice encouraging parents in the northeastern US state to use the words ‘child’ or ‘kid’ when referring to their children, because the terms ‘son’ and ‘daughter’ are not “inclusive” enough.
The guidance was included in a social media post about inclusive language for families on Wednesday. The post also suggested using the term “family members” rather than “household members” to include incarcerated individuals, step-siblings, and others who might not live in the house.
“The language we use matters!” the health agency wrote in the post. “Many families and students are getting ready for the new school year. Equity in the classroom is an essential piece of a productive and healthy learning environment,” it added.
The VDH also argued that it’s important to use terms that cover different forms of family. According to the health agency, the words ‘child’ and ‘kid’ are gender-neutral and can describe a child who may not be someone’s legal son or daughter. It recommended saying “family” rather than “extended family” because grandparents, aunts, uncles and cousins are often “important parts of a core family unit.”
The VDH said the post was intended to “encourage using inclusive language when you don’t know someone’s family situation,” which is especially important in classrooms, afterschool programs, and sports teams.

Using language that includes everyone helps children to “feel seen, respected, and valued no matter how their families are structured,” the VDH wrote.
The Vermont department’s website lists equity, inclusion and harmony as its key values. The website also provides links to articles with titles such as “Why is Vermont so overwhelmingly white?” and “What it’s like to be a migrant worker in Vermont.”

The new post was met mostly with criticism, with some social media users calling the health department’s recommendations “ridiculous” and “insane.”

one X (formerly Twitter) user wrote. Others have described the guidance as violating freedom of speech.

“War is war, such episodes are possible. According to Ukraine’s General Staff, the fighter jet incident occurred when F-16s were deployed “together with units of the anti-aircraft missile forces” to repel a coordinated Russian strike earlier this week. At some point, “communication with one of the aircraft was lost” before it was confirmed that it “crashed.”
The Defense Ministry in Kiev has set up a special commission to investigate the incident.
A source within the Ukrainian Air Force told Voice of America that potential causes under examination include pilot error, technical malfunction, and “friendly fire” from Ukrainian air defenses. Another source told CNN that the Ukrainian Defense Forces do not believe pilot error was the cause.
On Monday, Russia conducted a “massive high-precision attack”using long-range air- and sea-based weapons and drones, targeting energy facilities crucial to Ukraine’s defense industrial complex, as well as several airfields storing Western-supplied munitions, according to the Defense Ministry.

When asked if there was “any chance that this F-16 was brought down by friendly fire from one of the Ukrainian Patriot missiles,”Pentagon Deputy Press Secretary Sabrina Singh responded, “That would really be something for the Ukrainians to address.”
“The United States has not been asked to participate in any investigation into this incident,”
Singh added. “So, in terms of whether this pilot was killed as a result of friendly fire, I just can’t speak to that.”

Washington is prepared to lift its ban on Ukrainian strikes deep inside Russia’s territory with the use of US-supplied weapons, Foreign Ministry spokeswoman Maria Zakharova has said.
Last week, Pentagon Deputy Press Secretary Sabrina Singh said that US “policy does allow for Ukraine to conduct counter fires to defend itself from Russian attacks coming over that border region,” including Kursk Region, where an incursion by Kiev’s forces has been ongoing since early August.
On Monday, White House National Security Council spokesman John Kirby told reporters that Washington was aware of Ukrainian leader Vladimir Zelensky’s “desire” to be allowed to fire US weapons such as ATACMS missiles, which have a range of up to 300km (186 miles), deep into Russia. “We will keep the conversations with the Ukrainians going [on the issue], but we are going to keep them private,” he said.
“Extremely serious conclusions” can be drawn from the latest statements coming from Washington, Zakharova said on Friday. “Ukraine has been given a carte blanche for operations in Russian regions,” she added.

“Furthermore, the administration of [US President] Joe Biden is obviously getting ready to make new concessions to Zelensky and give him a free hand to use virtually any type of American weapons, including [for attacks] deep into Russian territory,” the spokeswoman stressed, as cited by RIA Novosti.
Through its continued support for Kiev, Washington “has effectively become a party to the armed conflict over Ukraine,” she insisted.
“The US course towards escalation is becoming increasingly outrageous. It seems that the American elites have cast aside the last vestiges of common sense and believe that anything is allowed to them,” Zakharova said.
Earlier this week, Russia’s Foreign Minister Sergey Lavrov compared the US and their allies to “children playing with matches” over their continued speculations about greenlighting Ukrainian strikes deep inside Russian territory. “It is a very dangerous thing to do for grown-ups, who are entrusted with nuclear weapons in one or another Western country,” he said.
