It's a question of scale most probably, a cartridge needs a few grams of explosive, a shell a few kilograms. Are these factories geared up for large scale production? 8 years ago I used to buy good rifle ammunition called Barnaul made in Russia. The powder was a bit dirty but
it cost half that of western stuff. Then sanctions about 2015 ended it. The USA is full of ammo factories,
so too in Germany and Czech

Look. Russia has already reverse engineered these drones. The US knows this. They send one as a provocation into Russian Airspace, it gets shot down and retrieved. The US can now say these drones are useless to the Ukraine and not send them. Same reason Israel stalled on sending Iron dome technology.
