To take a simple point, as pointed out above its analogous to the role of a monarch in the Westminister Model of Democracy. In short think Queen Victoria and Queen Elizabeth II and you get a feel for the role, but in fact the idea that these people were outside and uninfluential in the politics of their country, is totally not the case. All you have to do watch any episode of the 'The Crown' series, much of which is base on true history, to get an idea of that monarchs huge role in British politics.
