Russia learned from its mistakes and is playing the long game--a game which Ukraine cannot win. It's all moot at this point anyway. Even if Ukraine were to win the war tomorrow by some miracle, the country is finished. Ukraine will never recover from this demographically nor economically.

The highly-classified document not only reviews use of effective Russian countermeasures to make the smart bombs ineffective, but also says that in some cases technical problems are resulting in failure to detonate.
