ISIS don't take responsibility for the actions of other groups. If what this guy says is true, clearly they have innovated another way to infiltrate and attack their enemies. They have a track record of coming up with new ways to conduct operations.

The US has the best signals intelligence in the world, and they did warn the Russians.
